Who says link building is dead , after penguin if you are getting natural links ,then you will see result

Guideline for link building as per me :- 

1- Links on content rich website,
2- Links on high PA/DA website above 30 domain authority will work
3- Not more then 3 OBL
4- Link website should not be used for link exchange purpose .
5- Contextual links :- put anchor text surround by content
6- Placing link with article .
7- Link website should have unique content .
8- Links on indexed website .
9- Different C-class IP
10- Domain age should be 4-5 years at least .
11- Place link on relevant theme or niche website only
12- Links on good alexa website .
13- Get links on website who already have good ranking .
14- Try to get links from real website used as company website or service etc
15- No links on spam or fake website .
16- Check link juice after placing links
17- Use landing page also for links.
18- Use local listing also and get local country links in similar website language.
